Another app, Family Sharing or a device profile may already manage Screen Time on this iPhone. Remove it in Settings › Screen Time, then try again. A child Apple Account cannot grant this permission.
Open Dimly once: it checks every running session and plan when it comes to the foreground and puts missing blocks back.
In Settings › Apple Account › Subscriptions on your iPhone. Deleting the app does not cancel it.
Tap Restore purchases in Dimly's Settings. Your history stays on the old device.
